The state runs the election and certifies that state's result according to state laws. He was trying to fraudulently corrupt the state's process.

Maybe the Feds can bust him for wire fraud for trying to implement the scheme over state lines using telecommunications services

I can sort of see an argument that they tried to pull strings from DC and NJ and FL so it's multistate?

I think he has already lost several decisions on whether his election interference was an "official duty". So it's doubtful.
