No. That’s not how this works unless you want to cut spending on programs that Congress has already authorized and work that has already been done or is in progress to pay debt. I’m which case, which programs would you like to cut and how much?
You are saying it should happen in the budget, but now it looks like you do not want to cut spending and are fine with more debt in the next round of budgeting.

Raising the debt limit does not increase spending. Spending is increased by budgets, appropriations, and program authorizations.
