It does say that. Within the President's core constitutional duties, he is immune, and the underlying motive for an official act can't be challenged. Paying for a pardon is legal. Very simple. Cite something that suggests to the contrary.

No prosecutor can examine his motives. He is completely immune from prosecution in regards to anything he does with immigration policy. In his role as President this is what the conservative majority has ruled.
