She overstayed when Covid hit and flights were cancelled. Many people on visa overstayed then cause there were no flights. If I recall, at the time, they were not penalized for overstaying in 2020, but now it seems it’s coming back to count against them.

Countries were organizing repatriation flights for their citizens back in 2020. This woman likely saw an opportunity to stay.
