There was no quid pro quo. Zelensky and the Ukrainians did not know about the withheld funds until a month [u]after the phone call[/u]. Period.

As that article said, Ukraine knew they had not received the aid money. They didn't know why, but they knew they didn't have it.
Actually, no. Read the first paragraph of the article. It explicitly says that Zelensky believed that the money was on it's way at the time of the phone call. They did not receive word of the holdup until a month after the call. The word of the holdup came via a letter a month after the phone call.
