Correct. A trained covert operative is the definition of flight risk. It is right and correct that he was held this entire time.

I worked at an embassy in the early 00s. The Marine security guards were the nicest, sweetest young guys. Lonely and overeager and honestly, not bright for the most part, but not creeps, predators, or abusers.
I worked in 7 embassies and the Marine security were not creeps or predators but spent a lot of time drinking as most young men do. As a consular officer in several postings, I had to retrieve them from local jails or police stations after too much rowdiness
When I was growing up in the FSO, the Marine Guards always looked after us. Now I realize they were just a few years older!

However, as a FS brat, a friend of mine growing up just wrote a memoir about an FSO who did get away with it. I was shocked to find out that she had this experience, and plan to buy her book in support. I enjoyed the first chapter offered as a sample due to her writing style, but the topic obviously will be insightful + searing, but not enjoyable -

Sexual assault is about control. It isn't about consensual sex, obviously. Many sexual predators also are in relationships or married.
