Third, what makes you think that white DC residents going to Greenbelt (or Salisbury or wherever) is taking a vaccine away from a DC or MD POC? The sites are open to all, and have plenty of appointments right now. To the extent there is an equity problem it is because vulnerable communities are not getting the right outreach and access brought to them. We need to go right to the neighborhoods where people are. That has ZERO to do with a white person driving to Salisbury, and everything to do with the DC/MD governments' failure to plan outreach efforts.
