Men’s % wise is wrestling 2.7% volleyball 3.3 and basketball 3.5
Women’s is volleyball 3.9 tennis 3.9 and basketball 3%

Based off of how many are available per team and how many teams have scholarships (all American colleges and levels )to give and how many students are trying to get them. Or competing at the HS level in said sport

I think it depends how you ask the question. When you weight by revenue generation, baseball is the hardest sport to get a scholarship. Baseball is #4 in terms of revenue generation yet can only offer 11.7 scholarships for rosters that might have 40 players. Basketball can offer 13 scholarships for a 15 person roster.

Men's rowing. Crew is incredibly popular in the NorthEast and in the DMV in particular, but college level scholarships only go to women's crew and there are far fewer spots on college teams than there are teams in the DMV!

And they often make up the difference with academic aid.

It’s one of the hardest for getting a scholarship. It’s one of the best for getting an admissions edge. The reason both statements are true is because it tends to be a very, very wealthy sport so admissions officers who are hoping for future donors admit fencers.
