The class had not ended. The class was in session, and kids were supposed to be working independently.
That’s my beef with the teachers: they were on the clock, both presumably “teaching,” both had an audience of students, yet felt compelled to hop on their cell phones to gossip.
How do you know the person who was called was teaching at the time and not on a planning period or even taking leave? Did your child also recognize the other teacher’s voice or did the teacher say “Hello, Mrs. Green.”
