Better than that I think. The problem is the league system. The "top" clubs deliberately keep strong rivals like Vienna out so they don't get exposed. I'm pretty sure Vienna would be a contender in ECNL at most age groups if only they were allowed to compete.
VDA 2008 beat Vienna 2008 3-1. VDA 2007 lost 3-1, but it was to Vienna 2006. I don’t think that makes Vienna the top team at either age group.
