Did you look at the graphic yourself. It says the main reason these countries have low numbers is limited testing. How did you miss that?

NY actually announced standards for reopening, positivity rate below 5 percent for initial reopening in person. We are there.

PP, better than the South isn't the standard for reopening schools. There was an article in the Washington Post last week that discussed metrics and stated that schools have not opened anywhere in the world with the "good numbers" we have in Maryland. While the numbers may be relatively good compared to other areas of the country, they don't reflect the low level of community spread found in European and Asian nations that reopened schools.
