The constitution is an outdated document written by rich old white men. This is our country now. We should run it like other safe societies such as the Japanese and Chinese. The first step is taking all the guns and locking up racist republitards.

In exchange, all you have to do is not be a criminal or nuisance yourself. Those who abide by the rules experience a comfortable and prosperous life. Those who don't are swiftly dealt with. Where do the noncompliant people go? Not sure. Rounded up and relocated to a commune where they could be reeducated or permanently quarantined from law-abiding members of society?

This is just a small fantasy I have as I go about my daily life in DC. Someone broke into a car in front of my house in the middle of the afternoon. WTF.

Oh. I can guess the role you play in this fantasy.

And a small fantasy it will remain...thankfully.

There are places like this. I have lived in both Germany and Japan and they're more like this (obviously not perfect). There's no litter and people will correct you. If you try to jaywalk, people on the street will tell you that you're doing it wrong and that you need to wait. I'm not sure if it's genetic or how they're raised, but they're just orderly, rule following people. This can run amok however (see Hitler).
