While this legislation doesn’t guarantee release, it provides for a meaningful sentence review.

Once again, under this bill no one would be guaranteed a sentence reduction or given one automatically; people would merely get a chance to prove they deserve freedom. Second look sentencing gives people an incentive to reform and improve themselves.

Great, since we’ve agreed that laws incentivize behavior, let’s impose mandatory minimums for all violent crimes and since we agree that brains are not fully formed until at least 25, let’s agree that the mandatory minimum for any violent crime will be commitment/imprisonment until at least age 25 (but may be much, much longer depending on the crime).

Deal?

Dude go pitch your proposition before a legislature if you want a deal I’m not giving you shit.

Solace? I want whoever the PP is to not draw equivalence between drug dealing and being part of national prison reform for 80s crack crimes and directly murdering or violating someone and being pardoned in 15 years because you were 25 at the time. #notthesame

That’s odd. So you don’t care one way or the other about the proposed legislation being discussed, you just want “order in the forum” and want anonymous PP’s to abide by your rules of rationale. Hmmm... You’re right, you don’t want solace. You want control. Maybe you should ask Jeff if he’s got a part-time job available so you can fulfill your fantasies and monitor threads for content.

Now, back to the subject...

Equivalencies debates aside, with the passage of the Incarceration Reduction Amendment Act (IRAA) in 2016 and subsequent amendments, DC law provided an opportunity for the re-sentencing of youth who were tried as adults and given long sentences from crimes committed when they were under 18, and had served at least 15 years in prison.
In determining whether to reduce the sentence, the court is to consider many factors, including whether the individual has demonstrated maturity and demonstrated sufficient rehabilitation to safely return to the community.

Recently, Councilmember Charles Allen introduced the Second Look Amendment Act of 2019 to amend the IRAA to further align with the latest research regarding the emerging adult population. I'm sorry, but you are just being really bizarre by drawing an equivalency between Trump's guest (drug charges) and someone who joined in raping a little girl in front of her mom during one of multiple home invasions (the case Allen chastised the judge over). If he hadn't fired off that letter to the judge I would give this a second look, but in so doing he demonstrated he doesn't want a judge to 'decide'--he just wants the judge to agree with him and pretty much release everyone.

No need to be sorry, hell let me apologize for the bizarre equivalency attempt and as I suggested let’s both put it aside. Cool?
Okay now back to the business at hand...

The truth is that every day, all across the country, many state and federal prisoners are actively rehabilitating themselves as Charles did, through education, religious commitment, substance abuse treatment or behavioral counseling. Others simply needed time to grow up or realize the error of their ways. Unlike Charles, however, most of these individuals do not get released early. And thousands of them are serving excessive sentences, usually due to mandatory minimum sentencing laws, including three-strikes and habitual-offender laws. About a quarter of the federal prison population is serving a sentence of at least 15 years without any chance for parole.

Hmmmm….did he rape and murder people. Please finish the story. We are all listening .

He spent more than two decades in federal prison for selling crack cocaine. One could easily argue that's the equivalent of putting a gun to someone's head as he basically was responsible for dozens of people ending up dead and no doubt hundreds of others ended up destitute as a result of his "entrepreneurship". One could also argue that he was an accomplice to who knows how many violent crimes as no doubt some of the crackheads he gave fixes to ended up committing numerous assaults, robberies, rapes, and possibly even murders.

Few of these cases face life. If they did, 15 years would be exceptionally short.

This is basic Christianity. Basic. People should be forgiven and given a chance to redeem themselves. Young people especially. It is evil to lock up someone for life for a crime they committed as a teenager or young adult.

Yes.
