We visited Boulder. We loved it while we were there. Less so when our child only got accepted into pre-engineering. The engineering school has been changing their admissions policy so that most kids are in something called "preengineering" - the conversion rate, at least as far as I could gather, was only about 25%. This didn't seem like a good option for our family, at all.

No, we're not.
Why would you exclude these costs? BTW, these are conservative estimates by the school. Even when you move off-campus, those costs are rising along with COL in Charlottesville. Books are expensive - its the one thing that still hasn't been disrupted after all these years.

UMD additional fees.
Students enrolled in the Robert H. Smith School of Business, the A. James Clark School of Engineering or who are declared majors in the Department of Computer Science will be charged differential tuition.
The breakdown of differential tuition charges for the 2018-2019 academic year is as follows:
Full-time: $2,800 or $1,400 per semester
Part-time: $116 per credit
Students enrolled in the Robert H. Smith School of Business, the A. James Clark School of Engineering or who are declared majors in the Department of Computer Science will be charged differential tuition.
The breakdown of differential tuition charges for the 2018-2019 academic year is as follows:

As someone else posted, UVA tuition is $40K per year in 2019-2020 for engineering. High stats kids can get merit aid OOS. UVA gives very little to no merit aid.

How did you choose room cost? My DC is at Purdue and the cost of the dorms changes dramatically based on which dorm.

OP: I have a senior and a sophomore in high school, and we looked high and low at a range of schools.
We liked UWash (Seattle), UMich, UGA, Pitt, VTech.
However, in the end, my DD will likely attend a private who gave her significant merit aid (and checked all of her boxes).
UWash, UMich are very expensive OOS.
UGA and UPitt have her a lot of merit aid as well to make it competitive cost-wise.

What that means is that prices are rising. When this year's first years are second years, they won't be paying less than they are currently.
