Really - I find that hard to believe. Any well run shelter will keep up to date posts of their available dogs - so tell us what county you live in because this will be an easy one to prove or disprove.
I live in Pima County. Of course, "all" is hyperbole. But at least 90% are - and the others are in high demand, so going in on a Sunday morning is likely not going to get the one you pick for me on the internet. But thanks for playing.

This. I also research the heck out of breeders. There is no guarantee with any dog, but you have a lot more knowledge with a puppy from a reputable breeder about the likely temperament, its genetic history, what its earliest life was like, and so on.
yup I know someone who bought a pure bred dog from a very well regarded breeder and a family friendly dog. Dog bit said person completely unprovoked causing a puncture requiring stitches. My pure bred dog I had growing up was crazy. You just never know. Breeders, no matter how reputable they are, have to breed specific lines to get specific traits. It just ends up being too unpredictable to depend on the temperament of a pure bred.
