Op here. This is so bizarre that she would be lying about cheating welfare. She gave me lots of details about how she cheated so I think she's really committing fraud. I don't feel comfortable working with her anymore and I am not sure how to go about telling church. My daughter is in the same classroom so I think it may be tricky changing to another room.

If you want to report them, fine. But for your own sake, just remember that for all you know, she's receiving all benefits legally, but lying about her boyfriend's income.
Thank you, PP! The SNAP program, the name of the food stamp program, is funded by the USDA and is administered by state and local governments. The USDA defines a family for eligibility purposes as any group, related or otherwise, who lives together and purchases and prepares meals together. Take that for what you will. Medicaid applies similar criteria. So, OP, if you are aware that she is lying about her household make up, you may have evidence of a program violation.
I personally think that OP is here to stir up trouble as evidenced by her frequent, incredulous responses to posters questioning her desire to report. I work with a population that relies on food stamps and Medicaid while working crappy, minimum wage jobs. They are doing their best to get by and are honest people.
