And yet, I personally know 8 families in Northern VA who have kids who are going to college out of state, at least half of whom were not accepted to UVA, JMU, or VT, and didn't want to go to the other state schools. Back in the day, VA kids tended to go to college in-state, but that's changed a lot over the past 10 years.

I think you are over-estimating the quality of students. Naviance for our schools shows average GPA of 3.28 and SAT of 1285.

Do you understand average?

We have multiple 4.3 students who did not get into UMCP.

Yes, I understand average. I don't believe someone with a 4.3 is getting denied by UMBC, unless their SAT was under 1000.
We have no one with a 4.0 being rejected and many under 3.0 being accepted.

My DC's close friend had a 4.3 avg and an 1120 SAT. Deferred then denied at UMBC.

People can keep hanging on to old stereotypes of UMBC but the fact is that it can no longer be considered a safety school for many students. Naviance shows scores usually for the past 5 years and doesn’t necessarily reflect the most recent changes. The average SAT scores have been increasing every year: 1251 last fall, and we were told will probably be 1270 for the incoming class this fall. (and for comparison, UMD’s average SAT is 1322 so not that huge a difference). I’ve had friends complain that their kids didn’t get a huge scholarship to UMBC like they expected because of increased competition. By the time my DS applies next year, I would expect that he will need over 1300 to be eligible for any small merit aid.
