Those directives have been in place for several months, and it hasn't stopped that convoy from making their way here. So, again, how exactly is he going to prevent them from crossing the border? What is his plan? Does he have a plan or will he just blame liberals?

We have a had a policy of accepting refugees since the late 1940s (in response to our failure to take in enough refugees during WW2). That policy never offered free housing.
