14 year olds should not send nude pictures under any circumstance. It is illegal and has consequences which last a lifetime.
Who said anything about sending nude picks? But even with that why should she be punished for sending the pictures to another 14 yo who will be seeing her nude anyway if they have sex?
If the pictures fall into the hands of people to have them for ill or perverse use they should be punished.
