Yes because they have a huge low SES population compared to all of the surrounding areas, and many of the very wealthy ones in NWDC probably send their kids to private schools. Similar in MCPS.
Basically, if you switch out the low SES students in DCPS with the high SES students in either FCPS or MCPS, you would see the scores the other way around. Test scores are pretty much a reflection of SES. If you want to compare apples to apples, you need to compare schools with similar low SES/ESOL rates.

Our school is one of the ones in the top 20 fro the original list (no exburbs like Howard County).
Close to every student takes the SATs. Many also take the ACT.
This is the case for every high performing school in fcps. Most of the kids are college bound. At some schools, almost all of the kids are college bound and take the SAT.
