They may curtain hiring. But they won't exactly follow the freeze. It truly depends on what the agency is tasked with implementing. A hiring freeze will happen by default if Trump rolls back regulations since there will be less work to do.

It will probably be easier to get a contractor job now, as hiring freezes force agencies to resort to contractors (more expensive) to get the work done. A hiring freeze to "save taxpayer money" is a fool's errand; it actually costs money and results in lower productivity. Agencies are already struggling as it is after department level hiring freezes, sequestration, and budget cuts.

Well pp, effects may not be immediate, but when the feds cut...they often also cut gov't contracts. Last in/first out.
