BTW schools are required to accept a certain amount of low scoring kids.

I went to a college where my GPA and SAT were below what was required. By a lot. I ended up transferring sophomore year to another school ironically my GPA was to low and graduated that school with an undergraduate and graduate degree. I actually thought a class there as an adjunct professor. Graduated with a 2.6 GPA.

Harry Connick Junior went to Tulane other than that who knows.

Tulane strategy: visit, make sure they know that you were there, and apply ED. They love kids who show demonstrated interest and will absolutely accept kids with lower stats that apply early, than they will kids with stronger stats that apply RD. Regarding the culture, you can't deny it is a good school, and while not known as particularly academically rigorous, is a place where you'll have a fantastic time soaking up the NOLA culture for 4 years.
