I guess I just personally feel like my kids did better at the local elementary - no local level 4 services - than they would have at a center. But I am also not a believer in much homework below high school. I've been really happy with my kids performance and how their base school has served them academically and socially. That may not be the case for every elementary school though. Good luck finding the right place everyone - and definitely don't sweat it if your kids do not get AAP. And think twice about a center if they do get AAP. All is well.
I think it depends on the school and, likely, the teacher. I have 2 kids who went to a center (no local level IV) and had very little homework. I think you need to talk to parents at your specific base school and center, as things vary from school to school.
