I agree that PP sounds insane and hard to live with, but letting your dog pop on someone else's property and not picking it up also requires a very high level of nastiness, don't you think? It's completely unfathomable to me how anybody can do this, but I know that (sadly) it happens all the time.

I'm pretty sure the owners are lawyers themselves (or at least the "partner" who works 14 hours per day is an attorney).
That said, there's no libel or slander here if the neighbors are telling the truth. Which they did - there's documented evidence of tons of poop and that happens to violate the DC health code. Where's the damages for the negligent home owners?
