How many of those times were post-Katrina? It's not the same city, and never will be. That said, New Orleans has always had a history of kind of lawlessness and seediness, and that's part of the city's vibe. It's one of very few places I've been that scare me (hello, cemeteries that are historic and awesome and DANGEROUS), and I've been several times pre- and post-Katrina (including volunteering in the recovery effort) but I still love it. Just to visit though, I would never live there.
Did you eat there? Go out on Frenchman? See the Garden District? These are all better things to do than hit Mardi Gras parades and Bourbon Street and the Riverwalk. Not that those things don't have their time and place, IMO.
