If you go to IT, will you always be looking for the chance to get into an immersion school? If you go to Cleveland, will it be a problem for you that there's only one class/teacher per grade for the dual language program? How do you feel about DCPS vs. charter? Will you keep trying to jump to MV either way? If Spanish is really your top priority, I'd go with Cleveland.
The majority of people who leave IT (and the numbers are not large, but they do exist) are those who are sure that the immersion grass is greener. I don't think it is and prefer the ITS master teacher model and strong focus on classroom pedagogy. I think you've got to figure out which is more important to you.
