That occurred to me, too: Movie theatres and malls are not public spaces where kids can be left unattended; they're private businesses. I'm also surprised that in two whole hours, no staffer at the theatre noticed and spoke to the kid to ask who he was supposed to be with and what movie his family or group was attending. I"ve seen it happen -- kids older than the OP's son being approached and questioned by theatre staff because no adult was anywhere in sight. Frankly I'd probably contact that theatre's manager and talk to him about how the staff failed to notice an unattended eight-year-old -- they could have brought your son to the management office to call you , or gone into the theatre and pulled out that idiot mom to make her take your son inside. (I suspect they would have done those things before progressing to calling any cops.)
Yes, the responsibility lies with the host mom and not the theatre -- but she truly is not ever going to listen to anything you say, and alerting the theatre to its laxness might at least have some effect so that in the future, other unattended kids aren't left to wander around there and possibly wander outside. Again, this is on that mom but it's no use trying to make her see she was wrong.
