I can't see why if this was Logan, a parent would call the cluster instructional superintendent. Logan is no longer part of the cluster and as a new parent there myself, it doesn't even cross my mind. Maybe this is SWS, although I would be surprised if this is their way of handling things either. I am a happy Logan parent and while I am sure each teacher has their own style, leaving a child in the cafeteria alone sounds way way off base for them (or anyone) to me.
Capitol Hill Cluster is distinct from school cluster. All DCPS are in a distinct (numbered) school cluster overseen by an Cluster Superintendent.
