Yes..if CS and Engineering are what you want, UMCP ( University of MD at College Park) is way better than UVa Engineering and CS.

It depends which school, whether your DC will graduate in debt, what field of study is of interest, what the personal & geographic factors are, and many other variables. It's not just about gross tuition and overall school rank.
