They actually have to reside in Fairfax County BEFORE their child can even apply to AAP. Process for those moving in from out of area is to move into home, register at BASE school, THEN apply to AAP.
So if your friend is not in fcps right now they would not have even been able to apply to the program yet.
Sounds like your friend might not have all the information. Hope they don't have to eat crow for dinner when they move here.
