10:06 I have worked in the private sector and for the federal government. From my experience, the vast majority of federal workers (at least in my prior agency) were grossly overpaid. The work habits and work product would never cut it in the private sector. Our tax dollars used to "create jobs" that would be unsustainable in the private sector.
