The only valid objection to hair dye is that the chemicals can be harmful, depending on product.

Every so often I like to read the teen forum, because it reinforces that I'm doing ok with my own teen. OP's cheerful kid dyed their hair pink and mom freaks out. Maybe, just maybe, she knew that you would react like you have, so didn't want to tell you in advance. And it sounds like you haven't actually asked her why she did it? Do you normally not have open communication with her? THAT should be your chief concern, not her hair color.

Lots of the very well-adjusted kids I know dye their hair. It's a form of self-expression. Just my opinion, but I like dyed hair better than piercings or tattoos. I usually complement them on it.
