It sounds like they accepted their lot in life, made the best of it, tried not to mope around about it, and now they're getting what they perhaps always silently wished for and they're excited. Or, alternatively, they got what they didn't think they were interested in and are now doing the only thing they can do- expressing joy and welcoming the new family member.
Oh- yeah, a mean thing to post to the OP too. I was commenting on it being a mean way to talk about their sibling!
