At what age? In elementary school, they could choose among the items of clothing that were age, weather, and situation appropriate.

These sound like excuses you make to justify your poor classroom management. Life is great when all your failures can just be blamed on poor parenting.
My 6yo wore a coat to school today. My job was to tell her it's really cold out and offer an appropriate coat, hat and gloves. Her job was to put them on. She rejected the hat but put on the coat and gloves. I would rather she wear a hat but she has never liked hats. Does this mean the teacher thinks I'm a better parent than the parents of the kids that didn't wear gloves (or a jacket) and a worse parent than the parent of the kids that wore a jacket, hat and gloves? I doubt it, she seems really smart and understands kids so I assume she understands that kids are different, want different things and ultimately have the power to decide what they wear. Parents can incentivize behaviors with carrots and sticks but ultimately the choice is theirs.

Lived in MN for 7 years. Snowpants/boots/hats/gloves REQUIRED this time of year for ES and they went outside almost every day. Made it easy for everyone.
DC area is right on the edge of what is mandatory, but this early stretch of well below average temps does bring up these scenarios. It will be in the 50s and 60s soon so no big deal really.

You send Susie in her coat. Susie takes off her coat the moment she’s out of your sight. What do you do next?
There is zero chance Susie is standing at the bus stop at 7 am shivering with a coat in her backpack. Stop the lunacy.
If Susie came crying to school day after day with no coat don't you think the school would call home or help poor Susie out because her parents can't afford a coat? Or did Susie make a bad decision one day and correct it the next day? I doubt you see the same girl day after day.
