To your first point:
Undocumented (illegal) immigrants are not eligible to enroll in health coverage through the Affordable Care Act (ACA) marketplaces or receive federal subsidies. Eligibility for ACA coverage requires a person to be a U.S. citizen, U.S. national, or a lawfully present non-citizen.
"Lawfully present" immigrants who can enroll in ACA plans (and may qualify for financial assistance) include:
-Lawful permanent residents (green card holders)
-Refugees and asylees
-Survivors of domestic violence and trafficking
-Individuals with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED)
-Citizens of the Marshall Islands, Micronesia, or Palau (COFA migrants)
-Most other individuals with a qualified legal immigration status
To your second point, the ACA was passed because the previous healthcare system was financially unsustainable for the country and reform was needed. Obama had two choices, either Universal as most of the rest of the world uses, or the ACA, which is based on the GOP Heritage Foundation reform plan implemented in Massachussetts by GOP Governor Mitt Romney. In an effort to gain bi-partisanship, Obama went with the latter.
The GOP cannot come up with a new plan because the ACA IS their plan. So if the GOP doesn't like it, what are the suggesting as an alternative?
We have been awaiting the answer to that question for years.
