Some of My other windows appear 50% dark because of tint (blocks out the sun UV rays) on one side of the house. I could have chose darker tint which would appear closer to black.
Anyway, based on men coming and going quickly with a rear parking lot, sounds like drugs. But middle eastern usualky are not big on drug dealing.

If I saw a house with blacked out windows, men coming and going from the back of the house, Middle Eastern, and everything else OP described, I too would jump to wondering about a terrorist cell. It's not racist to come to a logical conclusion.
If they were Black, traffic coming and going 24/7, men with little baggies in the front yard, I'd jump to thinking they might be drug dealers.
If they were White, carrying coffins into and out of the house, I'd wonder if they were mobsters.
