The average American commits three felonies a day completely unknowingly. You personally may not be committing three felonies day every day but I would be willing to put money down that if "arrest all lawbreakers" was implemented unilaterally you'd be in jail sooner rather than later.
Our entire society is predicated on those authorized to commit violence on behalf of the state using good discretion in doing so. If they weren't allowed to we'd all be in jail.
A family of any color peacefully drinking alcohol in the park deserves that discretion. And if your only argument is "well they broke the law" then you deserve to be in jail right alongside them, because chances are you did too.

It stems from a fringe book, and the claim has been debunked. The overwhelming majority of people aren't committing any felonies.

I would love it if they started arrested cyclists for their blatant disregard for pretty much all traffic laws, especially when they have children on board.
