What kind of nonsense is this? A 4 is a very good score on any AP, not to mention Calc BC taken by a sophomore(!) My kids are taking Calc BC senior year. PP - don't listen to this nonsense and definitely don't tell your kid to retake calc after they are taking multivariable or linear algebra...

Ditto for my kid at an MCPS W, who had an A in the class and a 4 on the exam. Teacher really prepared them.

That is odd. You can check school profile to see previous school distribution. Our MCPS school - strong but not top - had mainly fours and fives on that in past years. Crossing fingers for an administrative error.

No. It’s a document your school provides to colleges with your application. It’s often on the school website. Not all high schools provide the AP distribution.
