The one thing that is clear is that the number of students staying in-state had generally been going down for quite a while. All from TJ Senior editions.

That matches national trends … easier to get in to an OOS flagship or public vs. your own state’s flagship in many cases. Especially for competitive majors like engineering.

Well, we don't know what the financial picture looks like as well once merit or financial aid is factored. What happened with TJ was as it became nationally recognized, graduates were actively recruited by colleges and the amount of scholarship money went way up. That may all reverse now with the new admissions criteria.
