No. The low admit rate is consistent with a plan to admit fewer in RD and then go to the waitlist to finish out the class. Given the uncertainties for yield this admission season, this is a prudent approach.

For OOS and international yes absolutely. International is the big worry this year. It’s far easier to get into UCs from OOS now.
For in state, it comes in waves mid May to June usually. It’s not ranked BUT you are pulled off the waitlist based on someone declining a spot in your target major AND criteria for hitting the institutional goals. If you are from an expensive area in LA or the Bay Area, not first gen, not Latino, not low income then your odds are much lower. A 4.0 UW from a top public or private with a zillion APs and top ECs will be passed over for a 3.6 from a rural area or someone meeting one of the demographic goals.
UCLA was 7% OOS this year.
