This is the point. If here illegally, they should not benefit from legal residents' taxes. If here legally, they chose to come here and are responsible for their own integration into society, including acquiring language skills necessary for assimilation. It should not be the responsibility of federal, state, or local governments to facilitate their assimilation when they moved here of their own volition.
How do you think a 5 year old can be responsible for their own integration into society? Are you that stupid? And just how many foreign languages do you speak well enough to graduate from high school or college with it? I'm guessing zero.
That 5-year old illegal is not my problem, except to the extent the County raises my taxes so he can be educated on my dime. If he's documented, he's still not my problem. His parents can teach him, or can pay for classes - they should not have immigrated with the expectation that their host country would bear the cost of raising their children beyond what native English speakers receive in the way of public education.
