The $8000 is based off the full $2 trillion being "saved". It's not a real thing. It's another Musk "don't look here, look here" trick.

$40,000,000 / 333,290,000 people does NOT = $8000 per person. That's not even $5000 per person, which is the new figure I'm seeing all over social media.

Policy wise this is bad with inflation still not being completely snuffed out but i think this is political genius if they go ahead with it and trump signs the checks. Tons of people that don't give two shits about USAID or federal workers but love free checks from the federal government.
