No. What we are talking about here is people with no status (illegal, undocumented, overstay) hoping to avoid deportation via a stay of removal. They aren’t even necessarily trying to get citizenship themselves anymore. Just not be deported, and their USC children receive benefits. This does not apply to Vivek’s situation.

An anchor baby is born to illegals hoping to use that status to remain in the country not people working here on visas who happen to be living their lives. Birth tourism is a separate issue - those are people deliberately coming here to give birth. That’s not the case with Vivek’s parents either.
