My 9yo was next door playing with our 8yo neighbor for 2 hours in the 35 degree temps. This evening they all played outside for an hour and it was bitterly cold but they were all bundled up and probably warm under their jackets.
My kids are active outdoor kids and we prepare them well for all weather (hats and gloves, even snow pants for little dude yesterday bc it was so cold). I just like them outdoors and love them to get fresh air and even if they grumble I send them out and they have a ball. When it’s crazy hot we turn on the sprinkler, send out next fans. Make sure they are hydrated or in the shade. Not for the 105 degree heat dome days but you get the picture!!!!

However this does not stop us from taking her to the playground in 30 degree weather. The bigger limiting factor this time of year is daylight. I took her to the playground this afternoon but we could only stay for 20 minutes because the sun was going down which makes it even colder plus it becomes unsafe at the park. We try to go in the morning on the weekend. But yeah we have to go with her at this age. It's just how it is here.

They can be out in the mid-teens. Dress them for it, especially if they are a little older.
Kids in parts of Canada have outdoor recess until about -15 F. It's fine.
