Nobody obeyed any sort of law to protect the disabled, so people in wheelchairs couldn’t exit their buildings when people blocked the ramps; in some cases, ramps were simply a set of stairs that had been paved over, so they were very steep (I couldn’t get a stroller down one without slipping). None of the water was potable.

That doesn’t change the fact we could cut the fed jobs in half and trim the fat of useless SES and higher level management.
