Adam, this is my third litigation against MCPS in 3 years. Over that time, I have observed and realized that, while MCPS is viewed as a large corporate entity, it is run by individuals. Like any corporate entity, some individuals have egos and agendas. Administrators at central office and at the school level have seemingly grown accustomed to having their decisions unchallenged. This can lead and has led to reckless decisions being made by a few leaders. As long as administrators are permitted to have unchecked power, I fear that reckless decisions will continue to be made and I will continue to be busy.


This statement from Jane Doe's attorney was a sober, honest and accurate assessment of what ails MCPS.

No. Schools are very flat organizations. They all report to the assistant principals. Even department chairs (some systems call them a Resource Teacher) are not supervisors, they are the first among equals.

Unless the secretary is subpoenaed and found that they had an affair for years. Trish Pignone should definitely be questioned.

What if one or both employees are married to other people? Is there a morality clause in MCPS? Definitely seen principals, paras and teachers get fired in VA for this.

Seems unlikely. Teachers are not supervisors to paras.
