Back in our dinosaur era, people who had dogs either left them with a trusted neighbor, family, friend, doggie boarding, or had someone come over to stay with their dog. At least that was what people we knew did. There were far fewer yapping dogs on planes or we just never saw them if they were onboard.
When you don't train your dog to properly respond to leashes, commands, etc., you have to take them with you everywhere because nobody else wants to deal with the spoiled monster you've made. Of course, then you're subjecting everyone on the plane to little fifi/fido, which is equally obnoxious.
In the past, you knew your neighbors (and hadn't pissed them off with your yappy mutt barking at all hours), or you hired a pet-sitter. I did a lot of pet-sitting as a kid; it was a great gig!
