UMDCP has much higher rankings for majors like CS or engineering, math, physics or economics, pretty much anything useful. I went to UVA. It's a fine school but mostly for things like Art History or Fench Lit.

This is the correct answer. And in state tuition monetizes the preference for either. If in MD, go to UMDCP; if in VA, go to UVA. Not worth the additional $ to go OOS to the other school, no matter what the perceived pros or cons are.
If in this hypothetical, DC is truly blessed to have this choice between the two schools, but is OOS, then DC most likely has a shot at Ivy/T20 which would be preferable to both schools, all things being equal.
Finally, of course, buried in this discussion is the real choice between the MD publics and the VA publics. Despite all of the NOVA/Richmond folks complaining about lack of access to UVA/VT/W&M, give me the VA system any day over the MD system.

CS is the most popular major at UMD. According to https://csrankings.org UMDCP is #11 and UVA is #35.
