It can, but I have an Instant Pot and a small, old, Cuisinart rice cooker (not electronic, one button) and the rice is much better using the rice cooker. I also use it for making Kasha and oatmeal; steaming dumplings; reheating leftovers; and even making small cakes.

Also, when I make fried rice (which my one son loves), the rice from the cooker has just the right moisture when cooked. After we clean up from dinner, it's ready to freeze and I don't have to stand over the stove watching it.
