I think a lot of these are situations where someone is a bully or a jerk, and people engage in NORMAL behaviors knowing that it's going to piss the jerk off, and choosing not to care.

Like insisting on going the speed limit to annoy a tailgater? That's not going out of your way to annoy someone, it's simply not allowing yourself to be bullied into speeding up or pulling over to accommodate a jerk driver.

Choosing to leave a gate open knowing that annoying neighbors never leash their dogs is going a little further -- the polite thing to do is to close the gate. But especially if it's the anti-leash people who are always yelling about the gate, to some degree this is just passively refusing to be bullied by people who won't obey the rules for dogs in the building. Yes, petty. But not going out of your way to annoy someone. Just not allowing yourself to be bullied.

My conclusion is that if you often encounter people who seem to be doing things just to annoy you, you might want to look at your own behavior to see if you are particularly impatient, rude, or aggressive in ways that might make someone think "hmmm, maybe I'll just slow down, not get out of the way, not take extra care to accommodate this person who is bullying me. Maybe I'll just have some self-respect instead."

Something to think about.

I don't try to deliberately annoy anyone. But I do notice that a lot of people want to be annoyed and look for reasons to get annoyed?

People who zoom and zig zag at 80 mph in a crowded highway.

People who park in front of other neighbors houses for months on end even when they have to walk a ways away to their house. Feels like they're spying on me.

People who micromanage. It's the most obnoxious thing.

Yes, people driving like absolute selfish maniacs to the point where they could easily kill me or my kids because they’re SO important and in SUCH a hurry makes me completely miserable when I am driving.

Omg I am sorry! When I am at a light that is really short I often do a light beep when people pause, because I assume they are on their phone. I don’t feel angry, I just want to give them a nudge so that more than one or two cars can get through. I will be more mindful about your approach because it is the right thing to do!

Well, the person insisting that "passive aggressive driving is punishable by law" is hilarious, but you can get a ticket for "unsafe driving" and the law on that is intentionally vague. Of course, the driving has to actually be unsafe and the situations where going the speed limit is unsafe are few and far between. My husband's friend once got a ticket for going the speed limit, but it was because he was hanging out in the left lane on a three-lane freeway and everybody else was going 10-15 over. IMO it's ridiculous that they ticketed for that instead of ticketing for going 10-15 over but he should have known better.

That said, I am sure that nobody here who advocates for going the speed limit would think it's okay to do what DH's friend did. I can't believe people hear that somebody goes the speed limit and automatically assume they are obstructing traffic on a multi-lane road.
