I slow down until the person behind me backs off. The actual reason for this is that tailgating is actually extremely dangerous, and if the moron behind me is going to rear-end me the slower we’re both going the less damage there is likely to be (and the better the likelihood I will survive the crash caused by the tailgater).
The fact that it makes them angry is just a bonus.
